Compact blush is pressed powder that you pick up directly from the pan with your brush. There is no loose powder to dispense into a lid. Start with a small amount for a soft flush and add colour wherever you like.
Full size, refill or a tester first?
Each shade comes as a full size (approx. 7 g), refill (approx. 4 g) and tester (approx. 0.6 g). The current full-size mirror compact is not refillable. Keep the smaller refill in a magnetic makeup palette.

Pick up a little powder
Sweep a soft brush lightly over the blush and tap off the excess. Pick up the powder directly from the pan.
Apply lightly
Sweep gently over your cheeks and blend the edges towards your cheekbones. Avoid pressing hard with your brush.
Check and build
Check the colour in daylight and add more only where you want extra intensity. A light hand gives you more control.

No, the current mirror compact is not refillable. The refill is smaller than the full size: approximately 4 g rather than 7 g. Keep it in a suitable magnetic makeup palette.
